Article 1. "Articles 102, of 103, of 104, of 105, of 106, of 107, 108" shall be replaced with words 1) in part one of Article 245 of the word "Articles 102, of 103, of 104, of 105, of 106, Article part two 107, Article 108 part two";

2) in part one of Article 245-7 of the word "Articles 104-1, 104-2, Article 107 (regarding agricultural industry), Article 112" shall be replaced with words "Articles 104-1, 104-2, 112";

To add 3) with Article 268-5 of the following content:

"Article 268-5. Bodies for quarantine and protection of plants of the Republic of Uzbekistan

Cases on the administrative offenses provided by part one of Article 107 and part one of article 108 of this Code are subordinated to the agency on quarantine and protection of plants of the Republic of Uzbekistan.

Consider cases on administrative offenses and apply administrative punishments in the form of imposing of penalty on behalf of the Agency on quarantine and protection of plants of the Republic of Uzbekistan has the right:

the CEO of the Agency on quarantine and protection of plants of the Republic of Uzbekistan and his deputies;

chiefs of the Agency on quarantine and protection of plants of the Republic of Karakalpakstan, managements on quarantine and protection of plants of areas and the city of Tashkent and their deputies;

chiefs of district (city) departments of quarantine and protection of plants.

In case of identification by the Agency on quarantine and protection of plants of the Republic of Uzbekistan and its territorial subdivisions of the administrative offenses provided by Article part two 107, and also part two of article 108 of this Code the protocol on administrative offense is constituted and taken for consideration to court according to the procedure, stipulated in Clause 282 of this Code".

Article 2. In part one of article 4 of the Law of the Republic of Uzbekistan of August 30, 1997 No. 483-I "About quality and safety of food products" (Sheets of Oliy Majlis of the Republic of Uzbekistan, 1997, No. 9, Art. 239; 2003, No. 5, Art. 67; Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2006, No. 4, Art. 157; 2016, No. 12, Art. 383; 2017, No. 4, Art. 137, No. 10, Art. 605; 2018, No. 1, Art. 4; 2019, No. 1, Art. 3, No. 8, Art. 470, No. 11, Art. 791; 2021, 4, the Art. 290, appendix to No. 4) words by "The state inspectorate for quarantine of plants under the Cabinet of Ministers of the Republic of Uzbekistan" shall be replaced with words No. "The agency on quarantine and protection of plants of the Republic of Uzbekistan".

Article 3. Bring in the Law of the Republic of Uzbekistan of December 26, 1997 No. 543-I "About protection and use of flora" (in edition of the Law of the Republic of Uzbekistan of September 21, 2016 No. ZRU-409) (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2016, No. 9, Art. 274; 2017, No. 9, Art. 510; 2018, No. 1, Art. 4; 2019, No. 1, Art. 1, No. 8, Art. 470; 2020, No. 9, Art. 539; 2021, No. 4, Art. 287, appendix to No. 4, No. 10, Art. 968) following changes:

"The state inspectorate for quarantine of plants under the Cabinet of Ministers of the Republic of Uzbekistan" shall be replaced with words 1) in the text of Article 8 of the word "The agency on quarantine and protection of plants of the Republic of Uzbekistan";

2) in Article 11-1:

in the name of the word of "The state inspectorate for quarantine of plants under the Cabinet of Ministers of the Republic of Uzbekistan" shall be replaced with words "The agencies on quarantine and protection of plants of the Republic of Uzbekistan";

the paragraph one of part one to state in the following edition:

"Agency on quarantine and protection of plants of the Republic of Uzbekistan";

Article 4. in part one of the word "The State Inspectorate for Quarantine of Plants under the Cabinet of Ministers of the Republic of Uzbekistan" shall be replaced with words "The agency on quarantine and protection of plants of the Republic of Uzbekistan";

in paragraph seven of part four of the word "The State Inspectorate for Quarantine of Plants under the Cabinet of Ministers of the Republic of Uzbekistan" shall be replaced with words "The agency on quarantine and protection of plants of the Republic of Uzbekistan".

Article 5. In part five of article 28 of the Law of the Republic of Uzbekistan of February 16, 2019 No. ZRU-521 "About seed farming" (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2019, No. 2, the Art. 46, No. 11, Art. 791; 2021, 4) words by "the state inspectorates for quarantine of plants of the Republic of Karakalpakstan, areas and the city of Tashkent" shall be replaced with words appendix to No. "The agency on quarantine and protection of plants of the Republic of Karakalpakstan, managements on quarantine and protection of plants of areas and the city of Tashkent".

Article 6. Bring in the Law of the Republic of Uzbekistan of July 14, 2021 No. ZRU-701 "About licensing, allowing and notifying procedures" (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2021, No. 7, the Art. 661) the following amendments and changes:

1) in Article 16:

add part one with the paragraph the fourth the following content:

"activities for wholesale and retail trade by the mineral fertilizers, chemical means used for protection of plants";

the fourth - the eighth to consider paragraphs respectively paragraphs the fifth - the ninth;

Article 7. To provide to the agency on quarantine and protection of plants of the Republic of Uzbekistan and other interested organizations execution, bringing to contractors and explanation among the population of essence and value of this Law.

Article 8. To the Cabinet of Ministers of the Republic of Uzbekistan:

bring decisions of the government into accord with this Law;

provide review and cancellation by state bodies of their regulatory legal acts contradicting this Law.

Article 9. This Law becomes effective after three months from the date of its official publication.
