1. For the purpose of creation of necessary conditions for emission reduction of greenhouse gases and increase in their absorption subjects of the Russian Federation have the right to make in the territories experiment on emission limitation of greenhouse gases (further - experiment) according to this Federal Law and the legislation of subjects of the Russian Federation in which territories the experiment is made.
2. Make experiment:
1) in the territory of the Sakhalin region;
2) in the territories of other subjects of the Russian Federation included in experiment by introduction of amendments to this Federal Law.
3. The experiment is made:
1) in the territory of the Sakhalin region - from September 1, 2022 to December 31, 2028 inclusive;
2) in the territories of other subjects of the Russian Federation included in experiment according to Item 2 of part 2 of this Article - in the terms established by way of introduction of amendments to this Federal Law.
1. For the purposes of this Federal Law the following basic concepts are used:
1) quota of emissions of greenhouse gases (further - quota) - the size of admissible emissions of greenhouse gases characterizing their weight and established for the regional regulated organization according to this Federal Law for the purpose of achievement of carbon neutrality in the territory of the participant of experiment;
