Determine that the Government of the Russian Federation in 2022 has the right to make the decisions providing:
1) concerning the citizens who were trained abroad and forced to interrupt it in connection with unfriendly actions of foreign states, features of acceptance on training in the educational programs having the state accreditation, to educational programs of preschool education, programs of preparation scientific and research and educational personnel in postgraduate study (graduate military course), holding State Final Examination, and also recognition in the Russian Federation of education and (or) the qualifications received in foreign state;
2) establishment of additional target figures of acceptance on training within budgetary appropriations of the federal budget in the directions of preparation of the higher education according to programs of magistracy for distribution by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the higher education, such target figures of acceptance without carrying out public tender to the organizations, performing educational activities.".
