1. Bring in the order of the Minister of Defence of the Republic of Kazakhstan of May 21, 2019 No. 355 "About approval of Rules of the organization of educational, social and legal, psychological and ideological work with staff of Armed Forces of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts at No. 18715, it is published on May 28, 2019 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in electronic form) the following changes and amendments:

"Paragraph 1-1. The organization of state and legal preparation in AF of RK

11-1. State and legal preparation (further – GPP), being one of the most efficient components of information support in the solution of the tasks facing AF of RK it is performed by application of different forms and methods of information and ideological and educational impact on military collective.

11-2. GPP will be organized and carried out in all bodies of military management, military units and RK AF organizations to company (the battery, the ship) and it equal inclusive with all categories of staff.

11-3. GPP is directed to forming in consciousness of the military personnel of feeling of the Kazakhstan patriotism, fidelity to the constitutional and military duty on protection of the Fatherland, the correct understanding of basic provisions of the Strategy of development for the state of "Kazakhstan-2050".

11-4. The main objectives of GPP are:

1) instilling in staff of high spiritual culture and morality, state outlook and social activity, increase in degree of legal knowledge and literacy by explanation to it the bases of state policy and measures taken by the country leaders in the field of development and transformation of the Kazakhstan society;

2) ideological providing RK of the tasks directed to strengthening of legality, military discipline and law and order, the prevention of offenses, facts of death and injury rate among staff, counteraction to negative information impacts on military collectives facing AF;

3) strengthening of high strong-willed stability, corporate spirit and unity of staff, maintenance of the healthy moral atmosphere in military collectives;

4) further development of aspects of complex education of staff (ideological, military patriotic, legal, spiritual and moral, esthetic) in development and professionalizing of army;

5) enhancement of legal, psychological and pedagogical knowledge, skills and abilities of officials in practical activities on management (management) of military collectives.

11-5. Classes on GPP are given on permanent basis in the unified thematic plan and schedules approved for academic year on categories of the military personnel:

1) with officers of structural divisions of MO RK and GSh of AF of RK, head departments of AF of RK, managements of the chief Tyl and arms, commanders-in-chief of types, commanders of childbirth and troops of regional commands, organizations (military educational institutions, local authorities of military management) – according to the 20-hour program, at the same time at least 2 class periods are allocated for reserve;

2) with officers of military units (crews, regiments, the ships, bases, arsenals, detached battalions, divisions and companies) and divisions (linear battalions, divisions, companies, batteries and it equal) – according to the 50-hour program, at the same time at least 2 class periods are allocated for reserve;

3) with sergeants (foremen) and contract servicemen – according to the 100-hour program, including 30 class periods, at the same time at least 4 class periods are allocated for reserve;

4) with soldiers (sailors) – according to the 160-hour program, at the same time is allocated at least 6 hours for reserve.

11-6. Classes with staff are given in GPP from calculation in the morning:

1) with officers – 2 times a month (the first and third Monday) on two class periods;

2) with sergeants (foremen) and contract servicemen passing military service on positions of sergeant structure – once a week on Mondays two class periods;

3) with sergeants (foremen) and contract servicemen passing military service on positions of ordinary structure – once a week on Mondays two class periods;

4) with soldiers (sailors) – 2 times a week on Monday and Friday (for air bases – on Monday and Thursday) on 2 class periods.

11-7. To organize and hold instructor and methodical occupations with heads of the GPP groups in military units (organizations) – weekly on environments on one class period within "Day of the tutor".

11-8. Time, the place and procedure for training to determine by GPP, military psychology and pedagogics before the new period of training.

11-9. Heads of the GPP groups are appointed:

1) with officers of managements of military units (organizations) – the commander (chiefs) of military (organizations);

2) with officers of battalion (division) – the commander of battalion (division);

3) with the military personnel, passing military service on positions of sergeant structure – the deputy commander (chiefs) of military unit (organization), division for educational and ideological work;

4) with the contract servicemen passing military service on positions of ordinary structure – the commander (the deputy commander) of company (battery);

5) with the military personnel of conscription service – the commander of platoon.

11-10. To determine the quantitative list of the military personnel of the GPP groups the decision of the head of relevant organ of military management, the commander of military unit (the chief of organization) of no more than 30 people.

11-11. The unified thematic plan of classes in GPP with staff of AF of RK (further – the Thematic plan) for academic year affirms the First Deputy Minister of Defence – the chief of the General Staff of AF of RK no later than 10 days prior to the beginning of new academic year and goes to subordinate bodies of military management, military units and organizations for its subsequent realization.

11-12. The thematic plan provides training course of occupations which consists of two main Sections:

1) GPP (for the military personnel of all categories);

2) military psychology and pedagogics (for officers, sergeants (foremen) of command link and officials having staff in subordination).
