1. a) in Regulations on procedure of military and technical cooperation of the Russian Federation with foreign states:

in Item 2:

to state the paragraph of the seventh of the subitem "an" in the following edition:

"about cooperation with foreign states in the field of development and military production, except for cooperation in the field of production of spare parts, aggregates, nodes, devices, components, special, educational and auxiliary property to such products;";

in the subitem "b":

to state the paragraph of the seventh in the following edition:

"creation in accordance with the established procedure the companies (organizations), joint with foreign customers, which are engaged in the development and military production included in the list No. 1;";

in paragraph ten of the word "import of products" shall be replaced with words "import (export) of products", shall be replaced with words the words "about import of products" "about import (export) of products";

the eleventh to state the paragraph in the following edition:

"rendering technical assistance in creation in the territories of the foreign states included in the list No. 2, of special objects, intended for production and fighting use of the military products included in the list No. 1;";

the twelfth to declare the paragraph invalid;

the thirteenth to state the paragraph in the following edition:

"transfer of the military products included in the list No. 1, to the state intermediaries, the Russian organizations - to developers and producers of military products for the purpose of work and rendering services for the benefit of the foreign states included in the list No. 2, if transfer of such products is performed from availability of federal executive bodies;";

add with the paragraph of the following content:

"preparation according to the procedure, stipulated in Item 2.1-1 this provision, to delivery of the military products included in the list No. 1, containing the data which are the state secret in the foreign states included in the list No. 2, before issue of the expert opinion of the Interdepartmental commission on protection of the state secret on possibility of transfer of such data to foreign state;";

in the subitem "v":

to exclude from the paragraph of the fourth word "in the territory of the Russian Federation, and also";

to state the paragraph of the sixth in the following edition:

"rendering services in training of specialists of foreign states in production, fighting application and operation of military products if such training is performed by the Ministry of Defence of the Russian Federation and (or) the organizations - developers and producers of military products based on delivery contracts of these products;";

the thirteenth to state the paragraph in the following edition:

"rendering technical assistance in additional equipment and upgrade of special objects which are created in the territories of the foreign states included in the list No. 2;";

add with paragraphs of the following content:

"rendering technical assistance in creation in the territories of the foreign states included in the list No. 2, of special objects, intended for the implementation of maintenance, repair, utilization and other works providing complex field service of the military products included in the list No. 1, and its upgrade and also for production and (or) storage of spare parts, aggregates, nodes, devices, components, special, educational and auxiliary property to the specified products;

creation in accordance with the established procedure in the territories of the foreign states included in the list No. 2, of the companies (organizations), joint with foreign customers, intended for the implementation of maintenance, repair, utilization and other works providing complex field service of the military products included in the list No. 1, and its upgrade and also for production and (or) storage of spare parts, aggregates, nodes, devices, components, special, educational and auxiliary property to the specified products;

creation in the territories of the foreign states included in the list No. 2, of temporary spare part inventories, aggregates, nodes, devices, components, special, educational and auxiliary property to the military products included in the list No. 1.";

add with Item 2.1-1 of the following content:

"2.1-1. The preparation for delivery of military products provided by the paragraph the fourteenth the subitem "b" of Item 2 this provision without export of these products from the Russian Federation and without bringing to foreign customers of the data containing in such products which are the state secret includes:

a) the notification of the foreign customer on the introduction of the signed contract (agreement) in force, obtaining from the foreign customer of the financial resources necessary for its accomplishment;

b) decision making about allocation of military products from availability of federal executive body or means from the federal budget or the decision on application of special conditions of calculations for military delivered goods (payment deferral, the foreign trade barter deal and others);

c) accomplishment of the necessary preparatory activities connected with ensuring delivery of the specified products;
