About expansion of use by the state organizations of information and communication technologies

For the purpose of expansion of use by the state organizations * information and communication technologies:

1. Determine that when rendering electronic services ** and implementation of ministerial procedures electronically *** the state organizations identification and authentication of physical persons and legal entities for making of legally significant actions in electronic form by them are carried out with use of the Single system of identification of physical persons and legal entities (further - the Single system of identification).

Create to the state organizations conditions for carrying out identification and authentication of physical persons and legal entities with use of the Single system of identification in respect of the electronic services and ministerial procedures electronically rendered and performed through:

the single portal of electronic services of the nation-wide automated information system, - no later than December 31, 2023;

other information systems (resources), - according to the scheduled plans which are annually approved till July 1 by Council of Ministers of the Republic of Belarus based on the offers of Operational analytical center made in accordance with the established procedure in case of the President of the Republic of Belarus (further - OATs). If the draft of the scheduled plan contains the instructions affecting competence of the state organizations, subordinate (accountable) to the President of the Republic of Belarus, such project is subject to approval of them.

Carrying out identification of physical persons and legal entities with use of the Single system of identification with observance of requirements of the legislation on information, informatization and information security can be also performed:

the state organizations in the cases which are not provided by parts one and the second this Item;

the organizations which are not specified in part one of this Item, individual entrepreneurs.
