About state policy of the Russian Federation concerning compatriots abroad

The Russian Federation - is the legal successor and the right successor of the Russian state, Russian republic, the Russian Soviet Federative Socialist Republic (RSFSR) and the Union of Soviet Socialist Republics (USSR);

the institute of the Russian citizenship is correlated to the principle of continuity (continuity) of the Russian statehood;

the relations with compatriots abroad are the important direction of foreign and domestic policy of the Russian Federation;

protection of basic rights and freedoms of man and citizen promotes political and social stability, strengthening of cooperation between the people and the states;

the compatriots who are living abroad, having the right to rely on support of the Russian Federation in implementation of the civil, political, social, economic and cultural laws, preserving originality;

coordination councils of compatriots and councils (commissions) of compatriots represent the interests of compatriots abroad in public authorities of the Russian Federation and public authorities of subjects of the Russian Federation;

activities of the Russian Federation in the field of the relations with compatriots are abroad carried out according to the conventional principles and rules of international law and international treaties of the Russian Federation taking into account the legislation of the states of accommodation of compatriots.

This Federal Law establishes the principles, the purposes and the main directions of state policy of the Russian Federation concerning compatriots abroad, bases of activities of public authorities of the Russian Federation and public authorities of subjects of the Russian Federation on realization of the specified policy.
