About introduction of amendments to the Law of Ukraine "About electronic communications" concerning increase in efficiency of the organization of work of suppliers of electronic communication networks and/or services in the conditions of warlike situation

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About electronic communications" of December 16, 2020 No. 1089-IX such changes:

1. Third of Article 18 to add part with Item 14 of the following content:

"14) to carry out orders of the national center of operating-technical management of electronic communication networks of Ukraine in the conditions of emergency or warlike situation (except the electronic communication networks used by the teleradio organizations according to the Law of Ukraine "About television and broadcasting" on which decisions are made by National council of Ukraine concerning television and broadcasting)".

2. Add Article 22 with part seven of the following content:

"7. During action of warlike situation the period of the consultations with participants of the market, other concerned parties provided by this Article on preparation of drafts of decisions or other documents cannot constitute less than five days from the date of publication of the corresponding project which is subject to the procedure of consultation which the regulatory body specifies in accompanying documents to the project".

3. Add Article 32 with part eight of the following content:

"8. The national center of operating-technical management of electronic communication networks of Ukraine in the conditions of emergency or warlike situation, publishes the order about operating-technical management of electronic communication networks which are obligatory for execution by suppliers of electronic communication networks and/or services.
