Bring in the Law of the Republic of Uzbekistan of November 18, 1991 No. 417-XII "About referendum of the Republic of Uzbekistan" (in edition of the Law of the Republic of Uzbekistan of August 30, 2001 No. 265-II) (Sheets of Oliy Majlis of the Republic of Uzbekistan, 2001, No. 9-10, of Art. 176; 2005, No. 1, Art. 18; 2019, No. 9, Art. 588; 2021, appendix to No. 4; 2022, No. 3, Art. 216) following changes and amendments:

1) in Article 1:

the second to replace part with parts two, the third and fourth the following content:

"The referendum, along with elections, is direct expression of will of the people.

The decisions made by referendum have the highest legal force.

The decisions made by referendum can be cancelled or changed only by referendum if other is not provided by the decisions made by referendum";

third to consider part part five;

2) in Article 8:

to add part one after the words "observers from political parties" with words of "self-government institutions of citizens";

in part two of the word "fifteen days" shall be replaced with words "ten days";

third to add part with the offer of the following content:

"Mandates are issued to observers from other states and the international organizations by Central Election Commission of the Republic of Uzbekistan";

3) in Article 9:

third to state the paragraph to part one in the following edition:

"be present at the site of referendum, watch the course of preparatory work, placement of cabins or rooms for secret vote and sealing of ballot boxes, registration of citizens, issue of voting bulletins to them";

add with part three of the following content:

"Observers shall notify the precinct election commission on holding referendum at least three days before visit of the sites of referendum formed in military units, places of detention and imprisonment";
