About modification and amendments in the order of the Minister of Defence of the Republic of Kazakhstan of August 24, 2017 No. 486 "About approval of the Instruction for prevention of aviation incidents in the state aircraft"

I ORDER:

1. Bring in the order of the Minister of Defence of the Republic of Kazakhstan of August 24, 2017 No. 486 "About approval of the Instruction for prevention of aviation incidents in the state aircraft" (it is registered in the Register of state registration of regulatory legal acts for No. 15801, it is published on October 18, 2017 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan) the following changes and amendments:

in the Instruction for prevention of aviation incidents in the state aircraft approved by the specified order:

6) to state the subitem in the following edition:

"6) flight operation of the aircraft – the process of operation of the aircraft covering the period from the beginning of carrying out the aircraft by aircrew of pre-flight inspection till the moment when all persons which were onboard for the purpose of flight left the aircraft (the moment of matching of the unmanned aerial vehicle);";

"17) risk factor – the predicted probability and gravity of effects of emergence of aviation event;

18) the voluntary (confidential) message – the transferred unofficial information on dangerous factors (risk factors) of aviation activities influencing safe accomplishment of flights.";

1) safety management of flights;

2) work planning on prevention of aviation incidents;

3) main preventive actions for prevention of aviation incidents;

40. The safety management system of flights will be organized in air units and governing bodies of the state aircraft.";

add with Item 40-1 of the following content:

"40-1. In security service of flights of the state aircraft control of scheduled maintenance on prevention of aviation incidents and activities for safety management of flights in subjects of the state aircraft is exercised.";

"53. Inspection (check) of structural divisions of the state aircraft on safety issues of flights is one of direct obligations of all administrative board and is performed by officials of all instances.";

55, 56 and 57 to state Items in the following edition:

"55. The system of voluntary (confidential) provision of messages on safety issues of flights will be organized in security service of flights of the state aircraft, for the purpose of assistance to information collection about the shortcomings of aviation activities and special situations menacing to safety of flights. The system provides protection of sources of information. The provided information is subject to check of flights of the state aircraft by security service.

56. Heads of governing bodies of the state aircraft, commanders of air units in case of confirmation of information obtained on system of voluntary messages take measures for elimination (localization) of the revealed shortcomings with the direction to security service of flights of the state aircraft of the notification on the taken measures.

57. Assessment of risk level is performed by security service of flights on the basis of the analysis of dangerous factors and represents process of determination of degree of probability and gravity of effects of emergence of aviation incident.";

"59. By analysis results of dangerous factors the security service of flights determines probability of emergence of aviation incident with subsequent assessment of risk levels:";

"71. The program structurally consists of four Sections:

the first Section – the short analysis of the aviation incidents and serious aviation incidents taking place in the state aircraft for the last five years;

the third Section – tasks, conditions of their decision and measure for elimination of dangerous factors in case of their accomplishment;

the fourth Section – the list of the planned preventive actions.";

"73. In details actions of the fourth Section of the Program are developed by results of the carried-out analysis of the first three (analytical) Sections of the Program, terms of their carrying out and executives in charge are determined.";

1) security service of flights of the state aircraft – at least 1 time in 3 years;

In year of holding the Conference by security service of flights of the state aircraft the Conference not to be carried out by the decision of the head of governing body of the state aircraft.";

"125. In air units and parts of providing safety issues of flights in case of the solution of the most complex (new) challenges, are considered when holding flight and technical conferences on features of seasonal operation.";

"136. Materials of the Conference are generalized, registered and stored in that security service of flights which held the Conference.";
