"Article 19. Withdrawal of animals and (or) products of animal origin in case of liquidation of the centers of especially dangerous diseases of animals
In case of liquidation of the centers of especially dangerous diseases of animals according to the decisions of the supreme executive bodies of subjects of the Russian Federation accepted on representations of persons specified in article 17 of this Law it can be made in the cases established by the legislation of the Russian Federation in the field of veterinary science, withdrawal of animals and (or) products of animal origin for the purposes of their utilization with issue to the owner of the relevant document on such withdrawal.
In this case the owner of animals and (or) products of animal origin has the right to compensation of the damage suffered by it as a result of withdrawal of animals and (or) products of animal origin for the purposes of utilization, in the amount of, equal to the cost of the withdrawn and destroyed animals and (or) products of animal origin determined for the day preceding day of decision making about establishment of restrictive actions (quarantine) according to article 17 of this Law, except for the case provided by part four of this Article.
Cost recovery of animals and (or) products of animal origin specified in part two of this Article is made by budget funds of appropriate subject of the Russian Federation.
