About introduction of amendments to the Federal law "About Free Legal Aid in the Russian Federation"

Bring in the Federal Law of November 21, 2011 No. 324-FZ "About free legal aid in the Russian Federation" (The Russian Federation Code, 2011, No. 48, Art. 6725; 2013, No. 27, Art. 3477; 2019, No. 30, Art. 4134) following changes:
1) in Article 11:
a) to add item 4 after words of "the state legal bureaus" with words ", legal clinics";
b) to add Item 5 after words of "Chambers of Advocates of subjects of the Russian Federation" with words ", legal clinics";
c) add with Item 5.1 of the following content:
"5. 1) approval of the document form, necessary for carrying out monitoring of activities for rendering free legal aid to citizens and legal education of the population, establishment of procedure for filling of form of the specified documents and determination of terms of submission of such documents by the subjects specified in Item 5 of this Article;";
To add 2) with Article 16.1 of the following content:
"Article 16.1. Submission of information on rendering free legal aid to citizens and about legal education of the population
Federal executive bodies, executive bodies of subjects of the Russian Federation, governing bodies of state non-budgetary funds, local government bodies, the state legal bureaus, Chambers of Advocates of subjects of the Russian Federation, legal clinics and the non-state centers of free legal aid provide information on rendering free legal aid to citizens and on the legal education of the population according to the procedure established by authorized federal executive body for carrying out monitoring of activities for rendering free legal aid to citizens and legal education of the population.";
3) in Article 23:
a) state parts 1 and 2 in the following edition:
