The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About bases of national resistance" (Sheets of the Verkhovna Rada of Ukraine, 2021, No. 41, the Art. 339) such changes:

1. In Item to exclude 2 parts one of Article 1 of the word "within the territory of the corresponding territorial community".

2. In Article 3 part three:

in Item 1 of the word "until expansion within such territory of group of troops (forces) and/or group of the Integrated forces intended for conducting military (fighting) operations on repulse of the armed aggression against Ukraine" to exclude;

add with Item 13 of the following content:

"13) participation in the rendering legal services to the population according to the procedure provided by the Law of Ukraine "About free legal assistance".

3. In Article 8 part two:

third to state the paragraph in the following edition:

"The procedure for creation, completing, functioning, the basis and procedure for disbandment of voluntary forming of territorial communities are determined by Regulations on voluntary forming of territorial communities which affirm the Cabinet of Ministers of Ukraine";

after the paragraph of the fourth to add with two new paragraphs of the following content:

"In case of introduction in Ukraine or in its certain areas of warlike situation all voluntary forming of territorial communities turn into operational subordination of commanders of the relevant military units by Sil of territorial defense of the Armed Forces of Ukraine.

For the period of action of warlike situation according to the decision of the Commander-in-chief of the Armed Forces of Ukraine voluntary forming of territorial communities fully or partially can be involved in accomplishment of tasks of territorial defense out of certain zone of territorial defense, and also go to areas of conducting military (fighting) operations".
