About introduction of temporary ban on export of amino acids from the Russian Federation

According to article 47 of the Agreement on the Eurasian Economic Union of May 29, 2014, appendix No. 7 to the specified Agreement, Item 1 of part 2 of article 21 of the Federal law "About Bases of State Regulation of Foreign Trade Activity" and for the purpose of ensuring food security of the Russian Federation the Government of the Russian Federation decides:

1. Establish from July 1 to December 31, 2022 inclusive temporary ban on export of L-lysine of sulfate, monohydrochloride L-lysine (code 2922 41 000 0 of the CN FEA EEU) and DL methionine (codes 2930 40 100 0 and 2930 40 900 0 CN FEA EEU) from the Russian Federation (further respectively - amino acids, temporary ban).

2. For the purposes of application of temporary ban it is necessary to be guided both by code of the CN FEA EEU, and description of goods.

3. The temporary ban does not extend:

on the amino acids which are taken out from the territory of the Russian Federation to state members of the Eurasian Economic Union;

on the amino acids which are exported from the territory of the Russian Federation for rendering the international humanitarian assistance to foreign states based on decisions of the Government of the Russian Federation;

on the amino acids which are exported from the territory of the Russian Federation within the international transit carriages which are beginning and coming to an end outside the territory of the Russian Federation and also on the amino acids moved between parts of the territory of the Russian Federation through the territories of foreign states;

on the amino acids which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation, located in Baikonur (Republic of Kazakhstan) and in the territory of the Baikonur complex;
