About enhancement of system of rendering emergency medical service to the population

For the purpose of further approach and improvement of rendering to the population of fast and emergency medical care, and also ensuring execution of the tasks determined within the open dialogue of the President of the Republic of Uzbekistan with representatives of health sector which is carried out on March 18, 2022 on the subject "Reforms in Medicine — for Human Dignity":

1. Create the Republican center of emergency medical service (further - the Center) and its 14 regional branches based on service of emergency medical service and medical motor transport services and to implement single vertical management system of emergency medical service.

2. Determine that:

The center for the republic exercises coordination and control of activities of emergency medical service in the Republic of Karakalpakstan, areas and the city of Tashkent;

employees of service of emergency medical service, special vehicles (spare parts, fuels and lubricants and others), and also providing with medicines, consumable materials and the medical equipment are given to regional branches of the Center;

in the Center and its regional branches departments of situational coordination which on the basis of analyses exercise control of activities of system of emergency medical service in areas (cities) and regions are created and make offers on its enhancement;

vehicles of emergency medical service as a part of motor transport services of system of the Ministry of Health are transferred to structure of regional branches of the Center, and also maintenance of these vehicles is performed on the basis of agreements of outsourcing;

control of expense of fuels and lubricants of vehicles of emergency medical service is exercised by means of the electronic program.

3. To the Ministry of Health (B. Musayev) to approve charters and structures of the Center and its regional branches in a month. At the same time to grant to the director of the Center the right to make, if necessary, changes to the approved structures within the total extreme number of workers and the salary fund.
