Article 1

"Article 2.5. Veterinary rules of marking and accounting of animals

1. Veterinary rules of marking and accounting of animals establish procedure of marking of animals (except for the office animals belonging to federal executive bodies in the field of defense, in the field of internal affairs, in the field of activities of troops of national guard of the Russian Federation, in the field of execution of punishments, in the field of the state protection and in the field of safety), types and properties of the used means of marking, procedure for forming and assignment of numbers of means of marking, the list of the animal data, necessary for accounting, represented by owners of animals to persons performing accounting of animals, and terms of their representation provide cases in case of which accounting of animals is performed by federal executive body in the field of veterinary supervision and territorial authorities subordinated to it, the executive bodies of subjects of the Russian Federation and the organizations subordinated to them, and also specialists in the field of veterinary science which are not authorized persons of the bodies and organizations which are a part of the system of the Public veterinary service of the Russian Federation authorized in the field of veterinary science.

2. The procedure for marking and accounting of the office animals specified in Item 1 of this Article is established by federal executive bodies in the field of defense, in the field of internal affairs, in the field of activities of troops of national guard of the Russian Federation, in the field of execution of punishments, in the field of the state protection and in the field of safety under which authority the organizations and the organizations using office animals are.";

3) in Article 2.6:

"Article 2.7. Veterinary rules of determination of the zoosanitary status

1. Veterinary rules of determination of the zoosanitary status of objects - the parcels of land, buildings, rooms, structures, constructions with which use physical persons and legal entities perform activities for cultivation, content and slaughter of animals, for production, conversion and storage of controlled goods (further in this article and article 19.2 of this Law - objects) establish procedure for determination and change of the zoosanitary status of objects, criteria of their reference to the unprotected subjects, objects of low, average or high level of zoosanitary protection.

2. Veterinary rules of determination of the zoosanitary status affirm in relation to objects depending on animal species which cultivation, content and slaughter are performed with use of objects, and also from types of controlled goods which production, conversion and storage are performed with use of objects.";

5) in Article 3.1:

a) add with Item 2.1 of the following content:

"2.1. Forming of executive bodies of the subjects of the Russian Federation performing the delegated powers specified in Item 1 of this Article is carried out in coordination with federal executive body in the field of normative legal regulation in the field of veterinary science by approval of their organizational structure.";

b) in Item 3:

state subitem 2 in the following edition:

"2) is performed by methodical maintenance concerning implementation by public authorities of subjects of the Russian Federation of the delegated powers specified in Item 1 of this Article;";

add with the subitem 12 of the following content:

"12) is approved by position assignment of heads of executive bodies of the subjects of the Russian Federation performing delegated powers.";

c) to add the subitem 1 of Item 5 with words ", in coordination with federal executive body in the field of normative legal regulation in veterinary science";

6) in Item 3 of Article 4.1:

"information from the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, about controlled goods.";

7) in Article 15:

a) state the name in the following edition:

"Article 15. Production, conversion, movement, storage and sales of products of animal origin";

b) in word part two "procurement, conversion, storage, transportation" shall be replaced with words "production, conversion, movement, storage";

8) in Article 18 part two:

word in paragraph four of "animals for survey" shall be replaced with words "access to animals for survey and accounting (except for access to the premises located within the home parcels of land)";

add with paragraphs of the following content:

"provide marking of the animals, except as specified, specified in Item 3 of article 19.1 of this Law;

represent the data necessary for accounting of animals, to persons performing accounting of animals according to the list and to terms which are established by veterinary rules of marking and accounting of the animals, except as specified, specified in Item 3 of article 19.1 of this Law.";

"Article 19.1. Marking and accounting of animals

1. Marking and accounting of animals are performed for the purpose of prevention of spread of infectious diseases of animals, and also for the purpose of identification of sources and ways of distribution of causative agents of infectious diseases of animals.

2. Procedure of accounting of animals (except for the office animals belonging to federal executive bodies in the field of defense in the field of internal affairs, in the field of activities of troops of national guard of the Russian Federation, in the field of execution of punishments, in the field of the state protection and in the field of safety), the list of the animal species which are subject to individual or group marking and accounting, cases of implementation of individual or group marking and accounting of animals, and also terms of implementation of accounting of animals are established by the Government of the Russian Federation.

3. The fauna objects provided by the Federal Law of April 24, 1995 No. 52-FZ "About fauna", and the water biological resources provided by the Federal Law of December 20, 2004 No. 166-FZ "About fishery and preserving water biological resources" and also the animals who are not belonging to farm animals and belonging to citizens are not subject to individual or group marking and accounting.

4. Marking represents drawing on body of animal, fixing on body of animal or introduction in body of animal visual, electronic or mixed (combination visual and electronic) means of marking or in cases of implementation of group marking of animals drawing visual funds of marking for construction, subject, adaptation (cage, terrarium, insectarium and others) or the room which contain group of animals.

5. Accounting of animals (except for the office animals belonging to federal executive bodies in the field of defense in the field of internal affairs, in the field of activities of troops of national guard of the Russian Federation, in the field of execution of punishments, in the field of the state protection and in the field of safety) is performed by representation in federal state information system in the field of veterinary science of information on the animal marked according to veterinary rules of marking and accounting of animals with assignment to animal (group of animals) of unique alphanumeric identification number which remains in the specified information system.

6. Marking of animals is performed by owners of animals at own expense independently or by means of involvement of other persons. Owners of animals have the right to choose independently type of means of marking from provided by veterinary rules of marking and accounting of animal types of means of marking depending on animal type.

7. Accounting of animals is performed gratuitously.

8. Accounting of animals is performed by specialists in the field of veterinary science, being authorized persons of the bodies and organizations which are a part of the system of the Public veterinary service of the Russian Federation or specialists in the field of veterinary science, not being authorized persons of the specified bodies and the organizations.

9. Accounting of the animals who are on the objects subordinated to federal executive bodies in the field of defense in the field of internal affairs, in the field of activities of troops of national guard of the Russian Federation, in the field of execution of punishments, in the field of the state protection and in the field of safety, will be organized by veterinary (veterinary and sanitary) services of the specified federal executive bodies.

10. Accounting of the office animals belonging to federal executive bodies in the field of defense in the field of internal affairs, in the field of activities of troops of national guard of the Russian Federation, in the field of execution of punishments, in the field of the state protection and in the field of safety, is performed by the specified federal executive bodies.

Article 19.2. Zoosanitary status

1. Objects can be carried to the unprotected subjects, objects of low, average or high level of zoosanitary protection.

2. Determination of the zoosanitary status of objects is made:

1) executive bodies of subjects of the Russian Federation in the field of veterinary science in case of reference of objects to the unprotected subjects or objects of low level of zoosanitary protection, except as specified, 3 presents of Item specified in the subitem;

2) territorial authorities of federal executive body in the field of veterinary supervision in case of reference of objects to objects of average or high level of zoosanitary protection, except as specified, 3 presents of Item specified in the subitem;

3) veterinary (veterinary and sanitary) services of federal executive bodies in the field of defense, in the field of internal affairs, in the field of activities of troops of national guard of the Russian Federation, in the field of execution of punishments, in the field of the state protection and in the field of safety concerning objects subordinated to the corresponding federal executive bodies in case of their reference to the unprotected subjects, objects of low, average or high level of zoosanitary protection. The federal executive body in the field of veterinary supervision is informed on cases of reference of objects to objects of average and high level of zoosanitary protection.

3. Reference of objects to the unprotected subjects, objects of low, average or high level of zoosanitary protection is performed according to statements of owners of objects on voluntary basis.".

Article 2

1. This Federal Law becomes effective since September 1, 2023.

2. The animals marked about day of entry into force of this Federal Law and also the animals marked outside the Russian Federation and imported on the territory of the Russian Federation are not subject to repeated marking.

3. Accounting of the animals who are subject to marking is performed in the terms established by the Government of the Russian Federation, but not earlier than March 1, 2024.

4. Marking of animals according to provisions of the Law of the Russian Federation of May 14, 1993 No. 4979-I "About veterinary science" (in edition of this Federal Law) is performed since March 1, 2024, and the office animals belonging to the federal executive bodies specified in Item 10 of article 19.1 of the Law of the Russian Federation of May 14, 1993 to No. 4979-I "About veterinary science" - since March 1, 2025.

5. Determination of the zoosanitary status of objects according to provisions of the Law of the Russian Federation of May 14, 1993 No. 4979-I "About veterinary science" (in edition of this Federal Law) is performed since September 1, 2023.
