Article 1

1) in Article 9:

a) in part one the first offer to state in the following edition: "The legal entities created in accordance with the legislation of the Russian Federation, the individual entrepreneurs who are citizens of the Russian Federation if other is not established by the Federal Laws can be subsoil users.";

b) add with part ten of the following content:

"Subsoil users on subsoil plots of local value which are specified in Item of 1 part one of article 2.3 of this Law and provide in use according to the paragraph to the ninth Item 7 parts one of article 10.1 of this Law, there can be subjects of natural monopoly in the field of rail transport with which civil agreements on performance of works on construction, reconstruction and capital repairs of infrastructure facilities of rail transport public are signed.
