About measures for support of mass media and development of the sphere of journalism

For the purpose of the strategy implementation of development of New Uzbekistan for 2022 - 2026 approved by the Presidential decree of the Republic of Uzbekistan of January 28, 2022 No. UP-60, of strengthening of protection of legitimate interests and full support of activities of mass media, and also further increase in potential and competitiveness of personnel and development of the sphere of journalism:

1. Determine that:

a) during the period from July 1, 2022 to July 1, 2025:

mass media pay the income tax on the tax rate lowered by 50 percent in relation to the established tax rate, except for mass media of advertizing nature;

not made in the Republic of Uzbekistan, imported according to the lists created in accordance with the established procedure the typographical equipment, modern photo and radio television devices, and also paper are exempted from customs duty;

b) since 2023 practice of mailing of obligatory complimentary 110 copies of periodic printing editions and 67 copies of book products is cancelled and the procedure for purchase of printed materials by the relevant state bodies and organizations, and also other organizations takes root (except for National library of Uzbekistan of Alisher Navoiy). At the same time from the Government budget funds for implementation of purchase by the relevant state bodies are allocated;

c) state-financed organizations by means of their expenditure item "library stock" are allowed to allocate funds for implementation of subscription to periodic printing editions, their electronic forms, and also electronic mass media.

2. Establish procedure according to which since October 1, 2022 annual competition on 30 best projects of production and transfer to ether of the TV and radio products intended for children - everyone by cost to the 300-fold size of basic settlement size is announced. At the same time these expenses are covered at the expense of the means of the Government budget which are in addition allocated to the Agency of information and mass communications.
