I. Introduce in the Law of Ukraine "About professional (professional) education" (Sheets of the Verkhovna Rada of Ukraine, 1998, No. 32, Art. 215 with subsequent changes) the following changes:

1. In Article 5:

To add 1) after part seven with new part of the following content:

"Persons have the right to receive complete or partial professional qualifications without simultaneous receipt of complete general secondary education which they can receive free of charge in any other time throughout life in any form of education. The list of professional qualifications which can be got without simultaneous receipt of complete education of general secondary education is created by the National agency of qualifications".

With respect thereto the eighth to consider part part nine;

Part the ninth to state 2) in the following edition:

"Person has the right during life free of charge to get professional (professional) education on another (another) to profession (professions), but not earlier than in three years after completion of free receipt of professional (professional) education by previously received profession (professions), on condition of availability of the confirmed insurance years of service at least two years and in the presence of empty seats after transfer of persons who will get free of charge professional (professional) education for the first time. Transfer of such persons is performed according to the standard Regulations of Admission in organizations of professional (professional) education approved by the central executive body providing forming of state policy in the field of science and education";
