About modification of article 52 of the Law of Ukraine "About physical culture and sport" concerning activities of the National laboratory of anti-doping control

I. Article 52 of the Law of Ukraine "About physical culture and sport" (2010, 7, the Art. 50) to state sheets of the Verkhovna Rada of Ukraine to No. in the following edition:

"Article 52. Anti-doping activities in the field of physical culture and sport

Anti-doping activities in the field of physical culture and sport are performed according to the law and international treaties of Ukraine.

The central executive body which provides forming and realizes state policy in the field of physical culture and sport will form and provides activities of public institution "National laboratory of anti-doping control" (further - the National laboratory) which conform to requirements for accreditation of the World Anti-Doping Agency according to the International standard for laboratories, including the operational and administrative independence of the National laboratory determined by the International convention about fight against dope in sport.

The main objectives of the National laboratory are:

program implementation of research and development which is used or can be used for the purposes of prevention of dope in sport, and also in the fields of analytical biochemistry and pharmacology for the purpose of the best understanding of influence of different medicines on human body and their effects for sports results;

publication of the new data obtained during scientific research.

The national laboratory is headed by the director who is appointed to position and is dismissed by the central executive body providing forming and realizing state policy in the field of physical culture and sport based on representation of the supervisory board.

The director of the National laboratory can be the citizen of Ukraine who has the higher education, knows state language, has at least five years of work experience on executive position, has knowledge and working experience of fight against dope in sport.
