Item 2 of Article 39 to add 1) with subitems 5 and 6 of the following content:

"5) non-presentations of the report, stipulated in Item the 15th article 46 of this Federal Law, or submission of the report containing obviously false or incomplete information on the communication services rendered by the telecom operator;

6) non-renderings of communication services more than six months, including their non-renderings from the day of the beginning of rendering such services provided by the license.";

Article 46 to add 2) with Item 15 of the following content:

"15. The telecom operator annually represents to the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication, the report on the activities electronically which including shall contain information on communication network, on the means of communication used by such telecom operator as a part of communication network, and also about the rendered communication services which is signed by the strengthened qualified digital signature of the authorized officer.
