This Law determines the legal basis of counterintelligence activities and system of guarantees of legality of its implementation.
Counterintelligence activities - the special type of the state activities for ensuring national security of the Kyrgyz Republic representing system of the counterprospecting actions performed publicly or secretly by the state bodies and (or) their divisions authorized on their carrying out by this Law (further - bodies, authorized to perform counterintelligence activities), and also officials of the specified bodies and their divisions within their competences on identification, the prevention and suppression of the prospecting and blasting and other activities of special services of foreign states, the international, foreign and other organizations, and also individuals directed to causing damage of homeland security of the Kyrgyz Republic.
In this Law the following basic concepts are used:
1) research of objects and documents - studying of objects and documents for the purpose of receipt of the data necessary for accomplishment of tasks of counterintelligence activities;
2) counterprospecting action - the public and secret actions directed to identification, the prevention and suppression of prospecting subversive activities;
3) controlled delivery (checking delivery) - creation of controlled movement of the goods or objects used for implementation of prospecting subversive activities for the purpose of secret observation and documentation;
4) counterprospecting providing - system of counterprospecting measures of barrier from prospecting subversive activities;
