This Federal constitutional Law establishes National flag of the Russian Federation, its description and procedure for official use.

Article 1. National flag of the Russian Federation is official state symbol of the Russian Federation.

National flag of the Russian Federation represents rectangular panel from three equal horizontal strips: upper - white, average - blue and lower - red color. Flag width relation to its length 2:3.

The multi-color drawing of National flag of the Russian Federation is placed in appendix * to this Federal constitutional Law.

Article 2. National flag of the Russian Federation is hoisted constantly on buildings:

Administration of the President of the Russian Federation;

Federation Council of Federal Assembly of the Russian Federation;

State Duma of Federal Assembly of the Russian Federation;

Governments of the Russian Federation;

Constitutional court of the Russian Federation;

Supreme Court of the Russian Federation;

Prosecutor General's Office of the Russian Federation;

Investigative Committee of the Russian Federation;

Judicial department under the Supreme Court of the Russian Federation;

Central Bank of the Russian Federation;

Audit Chamber of the Russian Federation;

residences of the Commissioner for Human Rights in the Russian Federation;

Russian Central Election Commission.

National flag of the Russian Federation is hoisted constantly (one or together with the corresponding flags) on buildings of federal executive bodies, on residences of plenipotentiaries of the President of the Russian Federation in federal districts, and also on buildings of public authorities of subjects of the Russian Federation and local government bodies.
