Part 5.1 of Article 14 to state 1) in the following edition:

"5.1. Creation, operation and upgrade of the state information system based on the concessionary agreement or the agreement on public-private partnership are performed taking into account the following features:

1) functions of the operator of such information system in limits, in amounts and in terms which are provided by the relevant agreement are performed by the concessionary or the private partner;

2) during action of the concessionary agreement or the agreement on public-private partnership the concedent or the public partner provides access for the concessionary or private partner to information which contains in such information system and is necessary for execution of the obligations by them under the relevant agreements.";
