About fund of decrease in energy vulnerability

Chapter I General provisions

Article 1. Law purpose

This law establishes the legal basis of the organization and activities of Fund of decrease in energy vulnerability financed from its means of measure and programs directed to prevention and fight against energy vulnerability of the population and increase in availability of energy among vulnerable consumers and also on assistance to increase in energy efficiency.

Article 2. Subject of the law and scope of application

(1) the Fund of decrease in energy vulnerability is created for financing of measures and programs for decrease in energy vulnerability, including compensations for energy for socially vulnerable energy consumers, financial aid for increase in efficiency of use of energy resources, other measures of the public assistance.

(2) the Main objectives of this law are:

a) increase in level of availability of energy resources;

b) prevention and fight against energy poverty and social isolation;

c) ensuring supply of natural gas, heat energy and electric power to socially vulnerable energy consumers;

d) increase in efficiency of consumption of energy resources for domestic needs;

e) provision of compensations for the residential customers recognized as socially vulnerable energy consumers, according to the procedure and on the conditions established by the Government.

(3) Provisions of this law are applied to measures of social protection of socially vulnerable energy consumers and sales activity of the program of provision of financial aid for increase in efficiency of consumption of energy resources.

Article 3. Basic concepts

For the purpose of this Law the following basic concepts are used:

financial aid for increase in efficiency of use of energy resources - the program directed to providing financial support to socially vulnerable energy consumers for increase in efficiency of consumption of energy resources within housing;
