About first-priority measures for reforming of system of the organization of the address with waste
For the purpose of ensuring execution of the tasks determined by the Presidential decree of the Republic of Uzbekistan of January 28, 2022 No. UP-60 "About the Strategy of Development for New Uzbekistan for 2022 - 2026", enhancement of payment system for the rendered services in the address with waste, further support of the companies of sanitary cleaning and expansion of implementation to the public-private partnership sphere:
1. Cancel the following obligatory payments levied from subjects of entrepreneurship - the companies of sanitary cleaning (except for the state unitary enterprises):
contributions in the amount of 5 percent of the payment levied for rendering services of sanitary cleaning to Republican merging of specialized enterprises on sanitary cleaning;
contributions in the amount of 5 percent of the payment levied for rendering services of sanitary cleaning to the centers for the organization of services of sanitary cleaning.
2. For the purpose of support of activities of the companies of sanitary cleaning, sales promotion of long-term investment projects in the field of:
a) apply for a period of up to January 1, 2026 to subjects of entrepreneurship which main activities is collection, export, sorting and conversion of waste, and to Public institution "Directorate on management of polygons of waste" rate of the income tax (except for the percent received from the means placed in commercial banks) and rate of the social tax in the amount of 1 percent - on this type of activity
;b) extend the term of transfer to the private partner on the basis of public-private partnership of the special vehicles and the equipment which are on balance of the state companies specialized on rendering services in the field of the treatment of municipal solid waste from 7 to 10 years including one-year grace period. At the same time:
special vehicles and the equipment are implemented at the prices established by the estimative organizations with payment term by installments;
