About deliveries of products for federal state needs

This Federal Law establishes the general legal and economic principles and procedure for forming and execution on contractual basis of purchase orders and delivery of goods, works, services (further - products) for federal state needs the organizations irrespective of patterns of ownership, and also basis of ensuring protection of products delivered according to the public contract, the objects intended for production, conversion, transportation, storage of such products, other property, necessary for accomplishment of public contracts.

Article 1. Deliveries of products for federal state needs

1. Deliveries of products for federal state needs are provided at the expense of the means of the federal budget and non-budgetary sources attracted to these purposes.

Federal state needs, including the list of federal target programs and interstate target programs in which the Russian Federation participates (further - federal target programs) and amounts of their financing from the federal budget are provided in the Federal Law on the federal budget for the planned period.

For the purpose of providing the solution of especially important nation-wide tasks the status of presidential programs which initiator is the President of the Russian Federation can be given to federal target programs.

2. Deliveries of products for federal state needs are performed for the purpose of:

creation and maintenance of the state material reserves of the Russian Federation;

maintenance of necessary level of defense capability and safety of the Russian Federation;

ensuring export deliveries of products for accomplishment international economic, including currency and credit, obligations of the Russian Federation;

implementation of federal target programs;

ensuring other federal state needs.
