Article 1

Bring in the Federal Law of December 27, 2018 No. 498-FZ "About the responsible treatment of animals and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2018, No. 53, Art. 8424; 2021, No. 24, Art. 4188) following changes:

3) in Article 13:

b) to add Item 3 of part 5 with words "and to observe other requirements to its range";

c) add with part 8 of the following content:

"8. Public authorities of subjects of the Russian Federation have the right to establish additional requirements to content of pets, including to their range.";

4) in Article 18:

a) in part 1:

add item 4 with words ", or the treatment of animals according to Item 5 of this part";

add with Item 6 of the following content:

"6) other necessary actions according to parts 7 and 8 of this Article.";

b) add with part 6.1 following of content:

"6.1. Places on which it is forbidden to return animals without owners and the list of persons authorized on decision making about return of animals without owners on former habitats of animals without owners are determined by local government bodies.";
