10) possibility of regulation of flow of transport taking into account possible situation;

11) road net, its condition and handling capacity;

12) availability and possibilities of practical use of routes for evacuation of the population pedestrian procedure;

13) the means of communication and systems intended for the notification of the population about dispersion and evacuation and also for management of evacuation actions;

14) the local conditions and seasonal climatic features influencing carrying out dispersion and evacuation of the population;

15) quantity of the population arriving from the neighboring areas and terms of their arrival";
