"1.1.13. budget advances - the financial resources provided from the government budget in the budget of the Nakhchivan Autonomous Republic, local budgets, state-financed organizations, to the public legal entities created on behalf of the state, to other legal entities receiving financial aid from the government budget, to the municipal organizations from local budgets within fiscal year and subject to return no later than the end of fiscal year in which they are presented;".
