This Federal Law establishes the legal basis of activities in the field of assignment of names to geographical objects and renamings of geographical objects, and also normalization, the uses, registration, accounting and preserving names of geographical objects as component of historical and cultural heritage of the people of the Russian Federation.
For the purposes of this Federal Law the following basic concepts are used:
geographical objects - existing or rather steady, characterized by certain location complete formations of Earth existing: continents, oceans, seas, gulfs, passages, islands, mountains, rivers, lakes, glaciers, deserts and other natural objects; republics, edges, areas, autonomous region, autonomous areas; cities, including federal cities, and other settlements; areas, administrative areas, aimags, kozhuuna, national areas, uluses, volosts, settlement councils, nasleg, village councils, national village councils, rural districts, sums, stanitsa districts and other administrative-territorial educations (administrative and territorial units); railway stations, seaports and river ports, airports;
names of geographical objects - place names which are appropriated to geographical objects and serve for their difference and recognition;
establishment of names of geographical objects - assignment of names to geographical objects and renaming of geographical objects;
normalization of the name of geographical object - determination of writing of the name of geographical object in state language of the Russian Federation and along with state language of the Russian Federation in other languages of the people of the Russian Federation according to rules of the Russian spelling and spelling of other languages of the people of the Russian Federation and according to traditions of the use of names of geographical objects in the specified languages;
