To the agency and Fund with involvement of highly qualified foreign specialists in two-month time to develop and approve the Concept of development of Universal Mobile Systems LLC for 2019 - 2021 (further - the Concept) providing along with key performance indicators (KPI) and creation of necessary technical base for implementation of digital economy in the country:

implementation of innovative management in management system of the operator, including by involvement of the qualified specialists having sufficient work experience in the field of rendering mobile services;

mobilization of internal forces and means, upgrade and technological retrofitting of the telecommunication equipment;

step-by-step providing the most complete covering of the territory of the Republic of Uzbekistan with connection to the global Internet at the level of developed countries;

ensuring provision of all state services only through data-processing centers of the operator.

7. Grant to the operator the right:

direct entry into the international networks of telecommunications (data transmission network and voice), including using IP telephony technology only for own commercial needs, without the right of rendering services to other operators and providers in the organization of the international channels of voice telephony and Internet traffic;
