Chapter I. General provisions

Article 1. Concept of national and cultural autonomy

National and cultural autonomy in the Russian Federation (further national and cultural autonomy) is the form of national and cultural self-determination representing consolidation of the citizens of the Russian Federation carrying themselves to the certain ethnic community which is in situation of ethnic minority in the corresponding territory on the basis of their voluntary self-organization for the purpose of the independent solution of questions of preserving originality, development of language, education, national culture, strengthening of unity of the Russian nation, harmonization of the interethnic relations, assistance to interreligious dialogue, and also implementation of the activities directed to social and cultural adaptation and integration of migrants.

National and cultural autonomy is type of public association. Form of business of national and cultural autonomy is the public organization.

Article 2. Principles of national and cultural autonomy

National and cultural autonomy is based on the principles:

free declaration of will of citizens in case of reference of to certain ethnic community;

self-organization and self-government;

varieties of forms of the internal organization of national and cultural autonomy;

combinations of public initiative to the state support;

respect of language, culture, traditions and customs of citizens of different ethnic communities;

legality.
