About modification of some legal acts of Ukraine concerning refining of powers of subjects of ensuring civil protection and implementation of regulations of international humanitarian law in the field of civil protection

The Verkhovna Rada of Ukraine decides:

I. Make changes to such legal acts of Ukraine:

1. In the Code of civil protection of Ukraine (The sheet of the Verkhovna Rada of Ukraine, 2013, Art. No. 34-35, 458):

The text of article 3 after the words "other laws of Ukraine" to add 1) with the words "the existing international agreements of Ukraine which consent to be bound is provided by the Verkhovna Rada of Ukraine";

2) in Article 6 part one:

word in paragraph one "the Law of Ukraine "On bases of homeland security of Ukraine" shall be replaced with words "the Law of Ukraine "On homeland security of Ukraine";

add with the paragraph the second the following content:

"Subjects of ensuring civil protection are the central executive bodies, other state bodies, Council of Ministers of the Autonomous Republic of Crimea, local public administrations, local government bodies, subjects of managing, public organizations";

Item of 1 part one of Article 7 to add 3) with the words "and also accomplishment in wartime of regulations of international humanitarian law";

Part third of article 11 after the words "special period" to add 4) with the words "including in wartime", and after the words "according to requirements" - words of "regulations of international humanitarian law";

Part one of Article 16 to add 5) with Items 10-1 and 10-2 of the following content:

"10-1) determination of procedure for marking during the special period of buildings and constructions, vehicles which fall under action of regulations of international humanitarian law, the corresponding identification marks (emblems);

10-2) determination during the special period of procedure for issue to persons who fall under action of regulations of international humanitarian law, the corresponding certificates and distinctive marks (emblems)";
