1. Determine that:

a) since March 31, 2022 the customers (except for the organizations with municipal participation) conducting procurements according to the Federal Law of July 18, 2011 No. 223-FZ "About purchases of goods, works, services as separate types of legal entities" (further - customers), cannot conduct procurement of the foreign software, including as a part of hardware and software systems (further - the software), for the purpose of its use on the significant objects of critical information infrastructure of the Russian Federation belonging to them (further - critical information infrastructure), and also purchases of the services necessary for use of this software on such objects, without approval of possibility of implementation of purchases of the federal executive body authorized by the Government of the Russian Federation or of the Central bank of the Russian Federation (according to its powers, established by the legislation of the Russian Federation);

b) since January 1, 2025 to public authorities, customers it is forbidden to use the foreign software on the significant objects of critical information infrastructure belonging to them.

2. To the government of the Russian Federation:

a) in a month to approve:

requirements to the software used by public authorities, customers on the significant objects of critical information infrastructure belonging to them;

rules of approval of purchases of the foreign software for the purpose of its use by customers on the significant objects of critical information infrastructure, and also purchases of the services necessary for use of this software belonging to them on such objects;
