1.1. state preamble in the following edition:

"1. This Instruction determines operating procedure with electronic documents (further if other is not established, – ED) in state bodies, other organizations irrespective of pattern of ownership and legal form (further – the organizations) with use of the automated system of documentary ensuring management (further if other is not established, – the EXPERT of preschool educational institution), and in the cases determined by this Instruction – in other information systems of the organizations.
Provisions of this Instruction regarding documentation of management activity (creation, registration, approval of the ED project, its signing, approval), and also registration and control of execution of ED extend to ED relating to system of organizational and administrative documentation.
