based on free and voluntary declaration of will of the people of the Donetsk People's Republic on referendum which took place in the Donetsk People's Republic on September 27, 2022, during which the people of the Donetsk People's Republic made the decision on reunion with Russia as the subject of the Russian Federation,
considering the offer of the Donetsk People's Republic on its acceptance to the Russian Federation,
