1. The microfinancial organizations providing microloans to the subjects of small and medium entrepreneurship and (or) the organizations forming infrastructure of support of subjects of small and medium entrepreneurship shall correspond to the following criteria at the same time:

the number of the agreements of microloan signed with the legal entities and individual entrepreneurs who are subjects of small and medium entrepreneurship, and the physical persons who are not individual entrepreneurs and applying special tax regime "Tax on the professional income" (further - the physical persons applying special tax regime), makes at least 70 percent from total quantity of the signed agreements of microloan according to the report on microfinancial activities of the microfinancial organization for the first quarter, half-year, nine months or year provided to the Bank of Russia according to part 3 of article 15 of the Federal Law of July 2, 2010 to No. 151-FZ "About microfinancial activities and the microfinancial organizations" <1> (further - the report on microfinancial activities);
