1. in the Rules of rendering the state service "Accreditation of the Organizations Managing Property Rights on Collective Basis" approved by the specified order:

"9. The bases for refusal in rendering the state service, are:

1) non-presentation of the documents established by the legislation of the Republic of Kazakhstan;

2) incompleteness of the data containing in the submitted documents;

3) administrative prosecution for hindrance to officials of state control bodies and supervision in accomplishment of service duties by them, and also failure to carry out of resolutions, instructions and other requirements;

4) failure to carry out and (or) improper execution of obligations by the organization, the stipulated in Article 46 Laws of the Republic of Kazakhstan "About copyright and the related rights" (further – the Law).

In case of adoption by the service provider of the decision on refusal in accreditation in connection with failure to carry out and (or) improper execution of obligations by the organization, the stipulated in Article 46 Laws, the organization have no right to receive the certificate on accreditation on implementation of activities in spheres of collective management, stipulated in Item 3 articles 43 of the Law, within two years from acceptance date the service provider of the decision on refusal in accreditation.
