This Instruction based on part eight of article 76 of the Federal Law of July 10, 2002 No. 86-FZ "About the Central bank the Russian Federation (Bank of Russia)" <1> establishes procedure for appointment of authorized representatives of the Bank of Russia in credit institutions in case, stipulated in Item 7 parts one of article 76 of the Federal Law of July 10, 2002 No. 86-FZ "About the Central bank the Russian Federation (Bank of Russia)" <2>, implementation and the termination of the activities by them.

1. Decisions on need of appointment of authorized representatives of the Bank of Russia in credit institutions are made by the Chairman of the Bank of Russia or Committee of banking supervision of the Bank of Russia based on the provided structural divisions of the Bank of Russia exercising supervision of activities of credit institutions, information on credit institutions, including on their financial condition and provision in the federal and regional markets of banking services which was received by the Bank of Russia on analysis results of the reporting of credit institutions, materials of checks of credit institutions and other information on activities of credit institutions.

Decisions on need of appointment of authorized representatives of the Bank of Russia in credit institutions are made within 20 working days from the date of provision of the specified information.
