2. In these rules the following basic concepts are used:

1) the postal index – the conditional digital and alphabetic reference of the address appropriated to real estate objects for their administrative-territorial identification and systematization for the purpose of acceleration of transfer of the mailing or postal money transfer;

2) the National operator of mail – the operator of mail determined by authorized body in the field of mail, created in form of business of joint-stock company to whom the obligations provided by the Law are assigned;

3) authorized body in the field of mail (further – authorized body) – the central executive body of the Republic of Kazakhstan enabling within the competence the realization of state policy, the state control, coordination and regulation of activities in the field of mail in the territory of the Republic of Kazakhstan;

4) the operator of mail – the physical person or legal entity registered in the territory of the Republic of Kazakhstan providing services in the field of post activities.";
