About protection of plants

This Law regulates the legal relationship connected with protection of plants of agricultural and other purpose, long-term and forest plantings, trees, bushes, vegetation of the closed soil, products of plant origin from wreckers, diseases and weeds, determines the rights and obligations of the companies, organizations, organizations of all patterns of ownership and citizens, powers of executive bodies and officials in this sphere.

Section I. General provisions

Article 1. Determination of terms

In this Law the stated below terms are used in the following value:

protection of plants - complex of the actions directed to reduction of yield losses and the prevention of deterioration in condition of plants of agricultural and other purpose, long-term and forest plantings, trees, bushes, vegetation of the closed soil, products of plant origin because of wreckers, diseases and weeds;

wreckers - animal species (insects, ticks, microorganisms, nematodes, rodents) capable to do harm to plants, bushes, trees, products of plant origin, losses from which it is economically reasonable to prevent;

regulations of storage, transportation, application and trade in remedies of plants, - set of requirements to storage, transportation, application and trade in remedies of plants;

weeds - the undesirable vegetation in grounds, crops, plantings of cultural plants competing with them for light, water, nutrients, and also promoting distribution of wreckers and diseases;

harmful organisms - wreckers, causative agents of diseases and weeds;

specific mode of protection of plants - the particular legal regime of activities of local executive bodies and local government bodies, companies, organizations and organizations directed to localization and liquidation of especially dangerous wreckers and diseases within the settlement, the area, area, several areas;

phytosanitary condition - set of harmful organisms, level of their number, intensity of development and potential hazard;

phytosanitary diagnostics - the principles, methods, signs, technical means by means of which types of insects, pincers, nematodes, rodents, weeds and diseases of plants are determined;
