The purpose of this Federal Law is creation of legal and organizational basis for ensuring cultural identity of all people and ethnic communities of the Russian Federation and preserving ethnocultural and language diversity. This Federal Law is directed to realization of constitutional right of everyone on participation in cultural life and use of cultural institutions, on access to cultural values and the constitutional obligation of everyone to care for preserving historical and cultural heritage.
This Federal Law governs the relations in the field of identification, studying, use, updating, preserving and promoting of objects of non-material ethnocultural property of the Russian Federation.
Legal regulation of the relations in the field of non-material ethnocultural property of the Russian Federation is based on provisions of the Constitution of the Russian Federation and is performed by this Federal Law, other Federal Laws, regulatory legal acts of the President of the Russian Federation, regulatory legal acts of the Government of the Russian Federation, the laws and other regulatory legal acts of subjects of the Russian Federation.
