According to the Law of Ukraine "About labor protection" I ORDER:
1. Approve Industrial safety rules on urban electric transportation (further - Rules) (are applied).
2. Consider not applied in the territory of Ukraine of "The safety regulation on the urban electric transport" which I and II Sections are approved by the deputy minister of housing and communal services of RRFSR of 20.02.76 and 08.05. 74, and Sections III and IV are approved by the order of the Minister of housing and communal services of RRFSR of 24.02.77 of N82 and N 323, from entry into force of these rules are enacted by the order of the Ministry of Housing and Public Utilities of USSR of 16.08.78.
3. To the director of the department of legal support and interaction with the Verkhovna Rada of Ukraine and coordination of work with the Cabinet of Ministers of Ukraine Chizhmar Yu. V. in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.
4. To the chairman of State department of industrial safety, labor protection and mountain supervision Savarin M. V. to take measures for entering of the order into the State register of regulatory legal acts concerning labor protection.
5. To the editor-in-chief of the Labor protection magazine Yakovenko M. G. to publish the order in the future issue of the magazine.
6. To impose control over the implementation of this order on the chairman of the Gospromgornadzor Savarin M. V.

1.1 These Rules extend to the companies, organizations, the organizations (further - the companies) which perform the works connected with operation, servicing and repair of railway vehicles, ways and traveling facilities, contact network, designing and reconstruction of objects, constructions, the equipment of urban electric transportation.
1.2 Rules establish requirements of labor protection during operation, servicing and repair of railway vehicles, ways and traveling facilities, contact network, designing and reconstruction of objects, constructions, the equipment of urban electric transportation.
1.3 At each company shall be developed according to the Regulations on development of instructions for labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N226/2666 (NPAOP 0.00-4.15-98), and regulatory legal acts on fire safety (further - NAPB), the instruction for labor protection and fire safety, acting at the company, taking into account requirements of these Rules.
1.4 Training and examination concerning labor protection of workers are carried out according to the Standard regulations on procedure for carrying out training and examination concerning labor protection approved by Gosnadzorokhrantrud's order of Ukraine of 26.01.2005 of N 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for N231/10511 (NPAOP 0.00-4.12-05), and concerning fire bezopasnostisoglasno to the List of positions, in case of appointment to which faces shall undergo training and examination concerning fire safety, and to the procedure for their organization approved by the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 29.09.2003 of N368 (NAPB B.06.001-2003) registered in the Ministry of Justice of Ukraine 11.12.2003 for N1147/8468, and to Standard regulations on instructing, special training and examination concerning fire safety at the companies in organizations and the organizations of Ukraine, approved by the order of the Ministry of Ukraine concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 29.09.2003 N 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for N1148/8469 (NAPB B.02.005-2003).
1.5 Preliminary (during employment) and periodic (during labor activity) medical examinations of workers are performed at the scheduled time according to the Regulations on medical examination of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 31.03.94 of N 45, registered in the Ministry of Justice of Ukraine 21.06.94 for N136/345 (DNAOP 0.03-4.02-94).
1.6 Workers are provided with free of charge special clothes, special footwear and other individual protection equipment according to requirements of industry regulations and according to the procedure according to the Regulations on procedure for providing workers with special clothes, special footwear and other individual protection equipment approved by Gosnadzorokhrantrud's order of Ukraine of 29.10.96 of N 170, registered in the Ministry of Justice of Ukraine 18.11.96 for N667/1692 (DNAOP 0.00-4.26-96).

Воздушная линия Линия электропередачи, провода которой
электропередачи поддерживаются над землей при помощи опор
и изоляторов.
Поезд Сформированный и экипированный состав
трамвайных вагонов (троллейбусов) или
единичный трамвайный вагон (троллейбус),
который обслуживается водителем или поездной
бригадой.

4.1 Requirements to the territories of tram and trolleybus depots
4.1.1 The territory of tram and trolleybus depots (further - depot) shall be sufficient for placement of ways, drives, factory and household buildings, protected and arranged and to conform to requirements of the state construction regulations Town-planning. 4.1.2 The territory of depot shall be kept clean and procedure, and in night-time shall be lit taking into account requirements of construction regulations and the rules "Natural and Artificial Lighting" (Construction Norms and Regulations of II-4-79).

4.1.5 In tram depots it is necessary to observe all dimensions concerning the device of tram ways, provided by the Service regulations of the tram and trolleybus approved by Goszhilkommunkhoz's order of Ukraine of 10.12.96 of N 103, registered in the Ministry of Justice of Ukraine 06.03.97 for N66/1870 (further - PETT), and Construction Norms and Regulations 2.05.09-90.
Before re-equipment and reconstruction operation of the operating depots constructed according to the project documentation of previous years is allowed.
4.1.6 The territory of depot shall be equipped with drainage system and drains.
Hatches of drains and other underground constructions shall be closed.

4.1.10 For the parking of the individual transport it is necessary to provide the place on certain platforms outside the territory of depot.

4.2 Requirements to factory and auxiliary buildings and constructions of urban electric transportation
4.2.1 Factory and auxiliary buildings and constructions shall correspond to the existing construction, sanitary and fire protection regulations and rules this to Rules and to provide safe accomplishment of all technological transactions.
Factory and auxiliary buildings and constructions are equipped with automatic installations of fire extinguishing and the fire alarm according to requirements of DBN B.2.5-56:2010 "The engineering equipment of buildings and constructions. 4.2.2 Factory buildings and constructions shall be equipped with water supply system, the sewerage, heating, ventilation, natural and artificial lighting taking into account requirements of construction regulations and the rules "Internal Plumbing and Sanitary" (Construction Norms and Regulations 2.04.01-85), "Heating, ventilation, conditioning" (Construction Norms and Regulations 2.04.05-91), "Office and household buildings" (Construction Norms and Regulations 2.09.04-87) and according to state standard "SSBT.
