1. Make changes to the following resolutions of Board of National Bank of the Republic of Belarus:

1.1. in the resolution of Board of National Bank of the Republic of Belarus of December 19, 2012 No. 669 "About certification and assessment of conformity to qualification requirements and requirements to goodwill":

state the name in the following edition:

"About assessment of conformity to qualification requirements and requirements to goodwill, about certification and special certification";

to state preamble and Item 1 in the following edition:

1. Approve the Instruction about procedure for carrying out assessment of conformity by National Bank to qualification requirements and requirements to goodwill, about certification and special certification it (is applied).";

The instruction about procedure for carrying out by National Bank of certification and assessment of conformity to qualification requirements and requirements to goodwill approved by this resolution to be reworded as follows (is attached);

1.2. in the Instruction on auditing regulation in banks, banking groups and bank holdings approved by the resolution of Board of National Bank of the Republic of Belarus of December 11, 2019 No. 495:

in Item 2:

in part two word "fifth" and "certifications and assessments of conformity to qualification requirements and requirements to goodwill" to replace respectively with words "seventh" and "assessments of conformity to qualification requirements and requirements to goodwill, about certification and special certification";

after part two to add Item with parts of the following content:

On the website of National Bank the applicant fills in the questionnaire to which the copy of the notification on assessment of conformity of the auditor in form according to appendix 1 is attached (further, unless otherwise specified, – the notification of the applicant) with appendices to it in electronic form.

The National Bank within five working days after receipt of documents in electronic form performs check of correctness of filling of the questionnaire and availability of necessary appendices to it.

In case of detection of mistakes, lack of necessary appendices the questionnaire returns via the website of National Bank to the applicant in time specified in part three of this Item for completion with the corresponding comments.

In the absence of mistakes in the questionnaire and availability of all necessary appendices to the applicant goes via the website of National Bank in time specified in parts three of this Item, the message on adoption of the questionnaire by National Bank and the copies of documents in electronic form attached to it.

Within ten working days after receipt by the applicant of the message on adoption of the questionnaire by National Bank and the copies of documents in electronic form attached to it the documents necessary for passing of assessment of conformity of auditors are represented to National Bank to one of the following methods:

on paper directly the applicant (his authorized representative) with submission of originals of documents for reconciliation or copies of the documents certified of the procedure established by the legislation;

on paper the mailing (authenticity of the signature of the applicant on the notification of the applicant, fidelity of copies of documents shall be notarially attested);

in the form of the electronic document.

5. Assessment of conformity of auditors is carried out in time, not exceeding ninety calendar days from the date of registration in National Bank of the notification of the applicant which is provided on paper or in the form of the electronic document.

In case of submission by the applicant of the statement for impossibility of passing of assessment of conformity in due time the term of evaluating compliance can be prolonged up to hundred twenty calendar days according to the decision of the National Bank of the official of National Bank authorized by the Chairman of the board (further – the authorized officer of National Bank).";
