"1) the subject of small or medium business provides employment of the following categories of citizens provided that following the results of the previous calendar year the average number of persons (the average number of persons increased per unit of, concerning the individual entrepreneurs who are disabled people) belonging to any of such categories (one or several such categories) among workers of the subject of small or medium business (among workers of the subject of small or medium business taking into account the most individual entrepreneur concerning the individual entrepreneurs who are disabled people) constitutes at least fifty percent (but at least two persons belonging to such categories), and the share of expenses on compensation of persons belonging to any of such categories (one or several such categories) in expenses on compensation constitutes at least twenty five percent:";
