Recognize inadmissible any actions connected with export from the territory of the republic and import in it of arms, military equipment and all types of material property, demontazhy and spoil of military facilities and constructions, and also bases of their providing and servicing of troops of the above-mentioned ministries.
To make carrying out maneuvers, doctrines and any movements and movements of troops in coordination with the President of the Azerbaijan Republic.
Charge to the Cabinet of Ministers of the Azerbaijan Republic to make their inventory count and to transfer them to the jurisdiction of the President of the Azerbaijan Republic.
3. Charge to the Cabinet of Ministers of the Azerbaijan Republic to begin negotiations with the Ministry of Defence of the USSR on step-by-step withdrawal of staff of Armed Forces of the USSR with the territory of the Azerbaijan Republic, to develop and in process of creation of Armed Forces of the Azerbaijan Republic to perform measures for gradual replacement of staff of military units and divisions of Armed Forces with staff of Armed Forces of the Azerbaijan Republic.
4. Charge to the Cabinet of Ministers of the Azerbaijan Republic to take measures for suppression of export from the territory of the Azerbaijan Republic and intended spoil of arms and other military material values.
