For the purpose of creation of additional conveniences to the population when using vehicles, development of system of passenger transport of the republic, improvement of quality of the services rendered in this direction, reductions of unemployment, and also market developments of transport services:

1. Implement since September 1, 2022 system of execution of powers of attorney on the right of control of the vehicle by means of the Single portal of interactive state services electronically.

2. Determine that:

a) the notarial certificate of the power of attorney on the right of control of the vehicle which is drawn up electronically is not required (further - the electronic power of attorney);

b) the state fee for execution of the electronic power of attorney is collected depending on effective period of the electronic power of attorney in the following sizes in relation to the amount of the state tax established for the notarial certificate of the power of attorney:

for a period of up to one month - 10 percent;

for a period of up to six months - 50 percent;

for a period of up to three years - 100 percent;

c) availability of the electronic power of attorney is checked by the staff of Public service of traffic safety by means of mobile devices;

d) concerning the powers of attorney on the right of control of the vehicle which are not drawn up electronically the operating procedure for the notarial certificate remains.

3. Cancel the requirement of obligatory advanced training of persons managing the vehicles belonging to legal entities, every two years.

4. Since September 1, 2022 to cancel the requirement of the notarial certificate of the lease agreements of vehicles signed between the citizens and legal entities having the license for the right of implementation of activities for transportation of passengers with implementation of system of electronic accounting of the specified agreements by means of information systems of bodies of the State Tax Service.
