About modification of some legal acts of Ukraine concerning the first steps of deregulation of business by civil responsibility insurance

The Verkhovna Rada of Ukraine decides:

I. Make changes to such legal acts of Ukraine:

1. In the Code of civil protection of Ukraine (The sheet of the Verkhovna Rada of Ukraine, 2013, Art. No. 34-35, 458):

Item 48 parts two of Article 17-1 after words of "administrative court in the relation" to add 1) with the words "assumption of authorized officers to carrying out scheduled or unscheduled inspections (in case of their non-admission the bases of others, than provided by the Law of Ukraine " about the basic principles of the state supervision (control) in the field of economic activity "), and also relatively", and after words to "human health" - the words "from other bases determined by the law";

To add 2) with Article 46-1 of the following content:

"Article 46-1. Audit of fire and technogenic safety

1. Audit of fire and technogenic safety is analysis of condition of the activities of the company or other legal entity which are carried out according to its statement for the purpose of detection, the prevention and elimination of violations of requirements of the legislation in the field of fire and technogenic safety. Carrying out audit of fire and technogenic safety does not involve application of sanctions and/or other response measures.

2. Audit of fire and technogenic safety is carried out according to the procedure, established by the Cabinet of Ministers of Ukraine, the organizations irrespective of pattern of ownership recognized by the central executive body realizing state policy in the field of civil protection, answering to the criteria established by the central executive body providing forming of state policy in the field of civil protection. The experts in the field of fire and technogenic safety who passed professional certification are involved in carrying out audit (including according to civil agreements).
