About introduction of amendments to the Code of Ukraine about administrative offenses and the Law of Ukraine "About traffic" concerning strengthening of the administrative responsibility for violation of procedure for establishment and use of registration plates of vehicles

The Verkhovna Rada of Ukraine decides:

I. Bring in the Code of Ukraine About administrative offenses (Sheets of the Supreme Council of USSR, 1984, appendix to No. 51, the Art. 1122) the following changes:

1. In Article 121:

The Name to state 1) in the following edition:

"Article 121. Abuse of regulations of management or operation of the vehicle, instructions for use of seat belts or crash helmets";

To exclude 2) in part six of the word "its operation without registration plate or with registration plate which does not belong to this means or does not meet the requirements of standards, or with the registration plate fixed in the place which is not established for this purpose, closed by other objects including with the drawing covering or use of the materials interfering or complicating its identification, or contaminated that does not allow to determine accurately symbols of registration plate from distance of twenty meters, turned or dark".

2. Add with Article 121-3 of such content:

"Article 121-3. Violation of requirements of the legislation concerning use of registration plates of vehicles

Management or operation of the vehicle without registration plate, with registration plate which does not belong to this means or does not meet the established samples or the requirements, with the registration plate fixed in the place which is not established for this purpose, turned or dark, closed by other objects (including transparent), with drawing covering or use of the materials interfering or complicating its identification, the contaminated registration plate if such impurity does not give the chance accurately to determine symbols or alphabetic and numerical combination of registration plate from distance of twenty meters, and also making of other actions directed to intentional concealment of registration plate -
